SCAR presence in Ukari
As I'm sure you all know, SKV has initiated a blockade in Ukari of weapons materials going to Serco space. We do not harass traders, fire upon traders, or take cargo from traders unless they do not reply to multiple hails, or try to run the blockade to serco space. Traders are also permitted to travel to Serco space providing they have no weapons parts. SCAR has taken an interest and is attempting to set up their own blockade in Ukari. As I am sure you are aware of, SCAR enjoys preying on traders, shooting them for pleasure or for profit. While SKV's activity is a military blockade, SCAR's activity qualifies as piray. For the mutual benefit of the Itani and the UIT, we would be greatful if the Vipers would assist us in keeping SCAR from harassing traders in Ukari. Vipers would also be able to observe the blockade to be sure that SKV is not mistreating traders. Hopefully, this will also smooth the misunderstanding between SKV and the UIT over. Your assistance in this matter would be greatly appreciated |

Thank you for your reply. Please note that we do not expect Viper to assist in maintaining the blockade. We thought you may be interested in the increased SCAR presence in the area though. Numerous traders have already reported being destroyed by SCAR while attempting to pass through Ukari. SKV would not ask you to assist us with the blockade. We would be grateful though, if a Viper were to oversee the blockade to verify that we are not harassing traders. |

The Council discussions continue. But, frankly, without representatives from *both* sides at these so-called blockades, [VPR] finds it difficult to "oversee" the actions of *any* Guild actions... doing so could be misunderstood as support towards those intentions. We have a published mission statement. It has *always* been, and will remain, in clear view... we simply do not involve ourselves with the Itani/Serco wars. Ours is a mission of supporting "free trade", and maintaining free passage for those trade routes. *All* trade routes. While [SKV] has an honorable request on the table - not to be involved, but to oversee their actions towards participants in-sector for the purpose of "validating" actions towards those involved (rather like the UN of old) - [VPR] finds it difficult to comply with their request because, clearly, it is one-sided...
